About the SC/ST Cell

The Scheduled Caste (SC) and Scheduled Tribe (ST) Cell of Jeppiaar University has been established to promote social justice, equality, and inclusive education by safeguarding the rights and welfare of students, faculty, and staff belonging to the Scheduled Caste and Scheduled Tribe communities.

 

The Cell functions in accordance with the provisions of the Constitution of India, the policies of the Government of India, and the guidelines issued by the University Grants Commission (UGC). It is committed to creating a safe, supportive, and discrimination-free academic environment that enables every student to realize their full academic and professional potential.

Objectives

  • To ensure the effective implementation of reservation policies and welfare measures prescribed by the Government of India and the University Grants Commission (UGC).
  • To protect the rights, dignity, and interests of SC/ST students, faculty, and staff.
  • To facilitate access to scholarships, fellowships, fee concessions, educational loans, and other government-sponsored welfare schemes.
  • To provide academic mentoring, remedial coaching, bridge courses, and counselling to enhance student success.

UGC Guidelines and Legal Framework

1. Promotion of Equality and Non-Discrimination

  • Higher Educational Institutions must ensure a campus free from caste-based discrimination and harassment.
  • Awareness programmes on equality, constitutional values, and social justice should be conducted regularly.

2. Equal Opportunities

  • SC/ST students must receive equal access to admission, academic facilities, hostels, scholarships, research opportunities, and other university services.
  • Institutions must implement all constitutional safeguards and protective measures for SC/ST students.

3. Grievance Redressal

  • Universities should establish a mechanism to receive and address complaints related to caste-based discrimination.
  • Complaints should be handled fairly, confidentially, and in accordance with applicable laws and UGC regulations.

4. Awareness and Sensitization

  • Faculty, staff, and students should be sensitized about the rights of SC/ST communities and the importance of maintaining an inclusive campus environment.

5. Transparency

  • Universities should publish on their website the measures adopted to prevent discrimination, the grievance mechanism, and awareness materials related to equity and inclusion.

Policy

Jeppiaar University is committed to providing an inclusive, equitable, and discrimination-free educational environment for all students, faculty, and staff. The University strictly adheres to the constitutional provisions relating to the welfare of Scheduled Castes and Scheduled Tribes and complies with the policies and guidelines issued by the Government of India, the University Grants Commission (UGC), and other statutory bodies.

The University shall:

  • Maintain zero tolerance towards discrimination, harassment, or victimization on the basis of caste.
  • Promote dignity, equality, diversity, and mutual respect among all members of the University community.
  • Facilitate access to scholarships, fellowships, financial assistance, and government welfare schemes.
  • Provide academic support through mentoring, counselling, remedial coaching, and skill development initiatives.
  • Encourage participation in placements, internships, competitive examinations, higher education, research, and entrepreneurship.
  • Maintain confidentiality and fairness while addressing grievances through an effective redressal mechanism.

Guidelines

Students belonging to the Scheduled Caste and Scheduled Tribe communities are encouraged to:

  • Submit valid community certificates and other required documents at the time of admission.
  • Apply for eligible scholarships and government welfare schemes within the prescribed deadlines.
  • Report any instance of discrimination, harassment, or denial of equal opportunity to the SC/ST Cell immediately.
  • Maintain academic discipline and actively engage in curricular, co-curricular, and extracurricular activities for holistic development.
